Vector, not a picture
The letterhead page is embedded as it is — text, logos and lines stay vectors and sharp at any zoom — and drawn on each page of the document, fitted to the page as it is displayed (rotation and cropping included).
Behind the content, the document is painted on top of the letterhead; on top, the overlay covers the document, which is useful for stamps and transparent templates. With “page by page”, page 1 of the letterhead goes on page 1, page 2 on page 2, and the last one repeats.
Worth knowing
If the document has an opaque white background (common in exports from some programs and in scans), a letterhead behind it will not show: put it on top instead.
Pages are fitted to the size of each document page; use letterhead and document of the same paper size for the best result.
